A fire-damaged structure standing after the fire is not evidence that it is safe. It is evidence only that it has not failed yet. Nobody enters or works beneath it until an engineer has assessed it.

Working with the insurer

Fire damage almost always involves an insurance claim, and the claim governs the sequence. The loss adjuster inspects before the site is disturbed, so demolition and clearance wait on that inspection except where make-safe is needed immediately. Documentation matters: photographic records, an itemised scope and disposal evidence all support the claim. Demolishing before the adjuster has inspected can prejudice a claim entirely.

The order things happen after a fire

Getting the sequence wrong is what costs people their insurance claim. Demolition sits well down the list, and two steps come before anyone touches the structure at all.

  1. The fire service releases the scene. Nobody enters before that, including the owner.
  2. Make-safe where the public is at risk. Securing the perimeter and removing material about to fall, photographed before and after so the claim record stays intact.
  3. The insurer's loss adjuster inspects. The site stays undisturbed for this. Demolishing beforehand can prejudice the claim entirely.
  4. A structural engineer assesses. What remains, what it can carry, and what is safe to approach.
  5. Asbestos and contamination survey. Fire breaks previously stable material, so a pre-fire assumption of safety no longer holds.
  6. Salvage of anything recoverable, where the engineer permits access.
  7. Demolition and clearance, under permit.

Do not clear up before the loss adjuster has been. The instinct after a fire is to start tidying. Debris is evidence of what was lost, and its removal weakens the claim on exactly the items hardest to prove.

Fire waste is not ordinary demolition waste, and it prices differently for three reasons that compound each other.

Mountain and vegetation fires

Structures on the urban edge take damage mainly from radiant heat and ember attack rather than direct flame. Roofs are the vulnerable element: embers enter through ventilation and under sheeting, and the roof structure burns from inside while the walls appear untouched. A building that looks externally intact after a vegetation fire can have no roof structure left worth the name.

Informal settlement fires

Fire spreads between closely spaced structures and leaves large areas of mixed debris rather than individual damaged buildings. Clearance is the dominant work rather than structural demolition, and the material is heavily mixed.

Thatch fires

Thatch burns fast and completely, and it takes a very large volume of water to fight. The walls beneath take intense heat and full saturation at the same time, which is a harsher combination than either alone. Thatched structures concentrate in Noordhoek, Constantia, Hout Bay and the Winelands, and many of them are also old enough to be heritage-gated — so a fire-damaged thatched building frequently carries both an insurance process and a Section 34 permit process at once. Partial fire damage

Fire rarely destroys a building evenly. A single-room or single-storey fire in an otherwise sound structure raises the question of partial rather than total demolition, and the engineer's assessment settles it. Two points matter. Heat travels further than flame, so structure well beyond the visibly burnt area can be weakened, particularly steel and concrete. And water travels further still, so the floor below a fire is frequently more damaged by water than the fire floor is by heat. Do not re-enter to retrieve belongings

The strongest instinct after a fire is to go back in for what survived. A fire-damaged structure has lost strength in ways that are not visible, floors are the first thing to fail, and the atmosphere carries combustion residues. Retrieval happens once an engineer has assessed the structure and stated where it is safe to go, and it is worth waiting the short time that takes.
